(i) It is considered that Indians are in the position
of expatriate officers in that they are not serving
in their country of domicile. It is reasonable and
in accord with general policy that they should receive
some extra remuneration as compared with locally
damiciled officers.

the Indian contingent of the Police was not only granted
free rations but was on a higher rate of pay than the

(ii) Members of the Indian contingent will inevitably be
separated from their families at times and at present,
owing to the local shortage of accommodation and of
shipping, it is unlikely that any Indian police will be
able to bring their families back with them on their
return. They will therefore be put to extra expense in
order to maintain their families in India where it is
understood that the cost of living is high.
(iii) I am informed that the rates of pay of the police in
India have been considerably increased and it is felt
that the proposed terms are the minimum which can be
expected to attract a suitable type of officer to serve
in Hong Kong.

As the reorganization of the Police Force cannot be
completed until it has been decided whether a reduced Indian
contingent is to be retained or not, and as the Services are
pressing for the Civil Government to assume complete
responsibility for law and order, thus releasing members of the
Forces at present engaged on police duties, I shall be grateful
